bananaNope, Frank, THIS IS SHARED RESPONSIBILITY.My understanding is that it is first, the responsibility of of the local authoriy (ies).
Further, there is that law against homosexuality / anti gay law.
Then we have operation licens.
There are so many button to press that the local population can press here.
As regards your derogation, well, if they are able to send their children to school from hawking toilet papers and onions and posho and Memvu and bogoya....then, they certainly are doing a good job.
But, I doubt if your tribalistic derogation is valid. When I was growing up, we had all those services right on our door steps: Ice cream, milman and newspaper at 5am,bottle collectors,banana, lumonde....etc., all kinds of hawkers and, they were service people from all over Uganda including Baganda.
How has privatisation to do with this? Please elaborate.
