Let it cost whatever it can cost but the government ought to make an effort and establish at least five regional centres of excellence. Among the parameters that can used to benchmark such development, is to look at the local cultural, environmental and social attributes and start from there. But starting Uganda must and planning, implementation time table must be strictly followed to. These are the centres; a. Hoima
b. Mbarara
c. Gulu
d. Jinja
e. Moroto
f. Arua
Let the government allocate these centres 1.2 trillion Uganda shillings about 500 US million dollars. The project should start in the same year. It is very easy to get data about those locations; number of public servants and a 5 year employment growth projection, school children, vehicle population, consumption projection, income growth in next 5 years or so. Apart from Moroto the other four, five already have an infrastructure to build on therefore it can be estimated that each of those centres will get 200 billion Uganda shilling to build; modest residential areas, warehousing facilities, basic and advanced academic and research facilities, entertainment theme parks which must reflect local ecological variety, infrastructure, shopping centres, religious centres replicating Namirembe, Rubaga and Kibuli; industrial centres first and fore most to process local minerals and products
