In Illinois and most other states it is completely legal for a citizen to purchase and wear a ballistic vest or bullet-resistant vest.

It is ILLEGAL to wear one during the commission of a crime and either additional charges can be placed against such a violator or an aggravated offense could be added to sentencing if found guilty of a crime while wearing such a vest.
