THE WATCHDOGS: Illinois House Speaker Michael J. Madigan’s law firm got a tax break of more than $1.7 million for a group including Mesirow Financial Services, a Chicago company that manages millions of dollars in pension funds for the state of Illinois. Madigan says his firm’s involvement posed no conflict of interest.
